His early life included service in the Austrian Army, where he gained popularity by creating portraits of fellow soldiers and commanding officers. His formal artistic training took him from the Academy of Fine Arts in Kraków to Munich, where he studied under Karl von Piloty. After a period in America, he moved to France to study at the Julian Academy.
Witkowski returned to the United States in 1889 and remained there for over 20 years. His work during this time included portraits of the elite in the New York City and Newark areas, alongside a vast collection of over 200 paintings of young people. The artist's oeuvre is characterized by scenes of contemporary daily life in America, ranging from serious to humorous subjects. His paintings captured various vignettes, such as:
Between 1891 and 1910, Witkowski's work was exhibited frequently in New York at various auctions and galleries, including the Schenck Art Gallery and the John Fell O'Brien Art Galleries. In 1909, he also exhibited his work at the State Fair of Texas. He died in Newark from blood poisoning at the height of his artistic powers.
