      Devis wurde als Sohn des Landschaftsmalers Anthony Devis und seiner Frau Elizabeth Faulkner geboren. Sein Vater starb nach 1761 und seine Mutter starb 1727. Nach seinem Tod heiratete sein Vater erneut, Anne Blackburne, mit der er zwei Söhne hatte, darunter auch Thomas Anthony Devis (1757–1810), ebenfalls ein Maler. Devis besuchte das Eliteinternat Harrow bis 1770 und studierte anschließend am University College Oxford. Er zeigte sich sprachbegabt und lernte Griechisch, Latein und mehrere moderne Sprachen Europas. Sein künstlerisches Talent wurde bereits früh erkannt und führte ihn zum Studium bei Peter Tillemans, dessen Verkauf in London 1733 neun Gemälde mit Ruinen beinhaltete.
