Born in Subiaco, Australia, Julie Dowling is an Indigenous Australian artist who identifies culturally and politically as a Badimaya First Nation woman. Her upbringing was shaped by her mother, Veronica, and her maternal grandmother, Molly, who taught her much about her traditional culture. During her childhood in the Perth metropolitan area, her mother would point out people who might be trying to hide their Aboriginality, encouraging Julie to sketch them. This early engagement with identity became a cornerstone of her practice.
Dowling’s formal education began at St Francis Xavier School and St. Joachim's School, leading to a Diploma of Fine Art from the Claremont School of Art in 1989. She later earned a Bachelor of Fine Arts from Curtin University in 1992, becoming the first woman in her family to achieve a university degree. Her artistic style is characterized as social realist, with works informed by the experiences of her community, culture, and family.

The work of Julie Dowling is inspired by a diverse range of traditions, including European portraiture, Christian icons, Mexican muralism, Papunya Tula dot painting, and Noongar iconography. Throughout her career, she has received significant recognition, including being a finalist for the Archibald Prize in 2001, 2002, and 2013, as well as the Doug Moran National Portrait Prize in 2000 and 2013.
