Before immigrating to Canada, he worked as a commercial artist in England.

In June 1913, Phillips made the significant move to Winnipeg, Manitoba, where he would reside for over 28 years. This period marked a crucial phase in his artistic development. Initially working in watercolour, he soon turned his attention to woodcut printing, inspired by the *Ukiyo-e* tradition of Japanese printmaking.
