Robert H. Whaley is not a visual artist, but rather a legal professional and judicial figure. Born in Huntington, West Virginia, he pursued an academic path that led to an Artium Baccalaureus degree from Princeton University in 1965, followed by a Juris Doctor from Emory University School of Law in 1968.

His career is defined by extensive service within the American legal system. Following a period of private practice and service in the United States Marine Corps, he served as a trial attorney for the Land and Natural Resources Division of the United States Department of Justice. He later worked as an Assistant United States Attorney for the Eastern District of Washington until 1972.

Whaley's judicial career includes significant roles within the state and federal systems. He served as a judge on the Superior Court of Spokane County, Washington, from 1992 to 1995.
